Amends the Nuclear Safety Law of 2004 to add "environmental radiochemical analysis" to the Illinois Emergency Management Agency's primary responsibilities for nuclear safety regulation.

Creates a new radiochemistry laboratory program requiring the Illinois Emergency Management Agency to implement a comprehensive lab capable of preparing environmental samples, performing analyses, quantification, and reporting for radiation exposure assessment related to accidental radioactive releases from nuclear power plants.

Authorizes the Director of the Illinois Emergency Management Agency to employ personnel and provide laboratory and facility resources necessary to carry out the radiochemistry program under the Personnel Code.

Adds a new requirement to the Illinois Nuclear Safety Preparedness Act requiring development and implementation of a radiochemistry laboratory program for environmental sample analysis and radiation exposure control assessment.

Takes effect upon becoming law.
