Amends the Local Governmental and Governmental Employees Tort Immunity Act by adding two new sections (2-107.5 and 2-210.5)

Provides immunity for local public entities from liability for injuries caused by unauthorized access to government records, data, or electronic information systems

Provides immunity for public employees acting within the scope of their employment from liability for injuries caused by unauthorized access to government records, data, or electronic information systems

Applies the immunity protection regardless of which person or entity commits the unauthorized access
