Establishes a Family and Medical Leave Act allowing employees 12 weeks of paid or unpaid leave during each calendar year for personal illness, injury, medical appointments, or family member care.

Permits leave use for birth of a child or adoption of a child under one year of age, and allows intermittent use of leave.

Expands eligible family members to include child, stepchild, spouse, domestic partner, sibling, parent, mother-in-law, father-in-law, grandchild, grandparent, and stepparent.

Requires employers to pay the full cost of health insurance coverage for employees during their family and medical leave period.

Mandates that employees returning from leave be reinstated to their previous position or an equivalent position, and authorizes the Department of Labor to adopt implementing rules.
