Amends Section 13-207 of the Code of Civil Procedure concerning counterclaims and set-offs in civil lawsuits

Allows defendants to plead a counterclaim or set-off that would otherwise be barred by the statute of limitation or statute of repose

Applies to claims initiated on or after the effective date and to claims intentionally filed to prevent defendants from raising counterclaims within the original limitation period

Does not affect the rights of bona fide assignees of negotiable instruments assigned before due
