Amends the Emergency Medical Services Systems Act to define "Vehicle Service Provider" as entities licensed by the Department to provide emergency or non-emergency medical services using ambulances or specialized emergency medical service vehicles (SEMSV).

Establishes that rural or semi-rural providers serving 10,000 or fewer inhabitants and using only volunteers or paid-on-call staff may apply for alternate rural staffing authorization allowing one EMT plus one Emergency Medical Responder when two licensed personnel are unavailable; once granted, this authorization does not expire.

Requires the Department to establish licensing standards for vehicle design, equipment, staffing, and renewal intervals of at least every 4 years, with authority to suspend, revoke, or refuse to renew licenses for non-compliance.

Prohibits Vehicle Service Providers from false or misleading advertising regarding vehicle type, level, location, response times, personnel level, or licensure status, and prohibits advertising as a critical care transport provider unless participating in a Department-approved EMS System critical care transport plan.

Charges each Vehicle Service Provider an annual fee per transport vehicle (not to exceed 100 vehicles per provider) due at time of inspection, with fees set by administrative rule by the Department.
