Requires minimum staffing of 2 registered nurses and 2 mental health technicians assigned to any unit at all times at six specified State-operated mental health hospitals: Alton, Chicago-Read, Clyde L. Choate (Anna), Elgin, John J. Madden (Chicago), and Andrew McFarland (Springfield).

Allows staff members assigned to multiple units to be counted proportionally (e.g., a nurse assigned to 2 units counts as 0.5 per unit) toward meeting the minimum staffing requirements.

Establishes quarterly reporting requirements to the General Assembly on admissions, discharges, census, staff ratios, and adverse federal certification findings for all State-operated mental health and developmental disability facilities.

Requires reporting on workplace violence incidents, including direct assaults on employees and injuries, with details on medical treatment and days off work resulting from incidents.

Prohibits the Department from discharging or discriminating against employees for reporting work-related assaults or injuries and requires establishment of a reasonable reporting procedure.
