Amends the Homeowners' Energy Policy Statement Act to add "batteries" to the definition of solar storage mechanisms.

Allows homeowners associations to determine the specific configuration of solar energy systems on roofs, but prohibits them from blocking installation on any roof face and limits any reduction in system production to no more than 10%.

Reduces the timeframe for associations to adopt an energy policy statement from 120 days to 90 days after receiving a request from a member.

Reduces the timeframe for processing solar installation applications from 90 days to 75 days of submission.

Expands the height exemption for buildings ineligible under this Act from 30 feet to 60 feet, and adds an exemption for buildings with shared roofs in homeowners associations.
