Replaces references to "personal containers" with "consumer-owned containers" in Illinois Food, Drug and Cosmetic Act provisions governing bulk food handling.

Allows restaurants and retailers to fill clean consumer-owned containers provided by consumers if filled by an employee or the container owner, with containers designed for reuse per the 2017 Food Code standards.

Requires restaurants and retailers to either isolate consumer-owned containers from serving surfaces or sanitize surfaces after each filling, maintain written cross-contamination prevention procedures, and comply with handwashing requirements.

Permits non-food-specific consumer-owned containers to be filled at beverage vending machines or systems.

Requires the Department of Public Health to produce materials by January 1, 2022, clarifying that consumer-owned containers are not prohibited under Illinois law and specifying food safety best practices for their use.
