Increases the fee for clean construction or demolition debris fill operations from 20 cents to 28 cents per cubic yard, or from 14 cents to 20 cents per ton when using certified weighing devices.

Allows local units of government with delegation agreements to establish fees, taxes, or surcharges up to 20 cents per cubic yard (or 14 cents per ton with certified weighing) for environmental safety purposes, increased from previous limits of 10 cents per cubic yard (or 7 cents per ton).

Requires the Illinois Environmental Protection Agency to establish rules for fee collection, including records of debris quantities, reporting forms, and payment schedules with no more frequent than quarterly payments.

Directs all state fees collected to the Environmental Protection Permit and Inspection Fund for implementation and permit and inspection activities.

Fees apply only to operations located off-site from where debris was generated and operated by someone other than the debris generator.
