Creates a new Air Force Combat Action Medal license plate under Section 3-699.22 of the Illinois Vehicle Code for residents who have been awarded the Air Force Combat Action Medal.

Allows the special plate to be displayed on passenger vehicles, motorcycles, and motor vehicles weighing 8,000 pounds or less, with design and format discretion left to the Secretary of State.

Permits surviving spouses of deceased military service members with special plates to retain and transfer the plate to their name within 180 days of the service member's death if they remain Illinois residents.

Removes the time restriction ("Beginning with the 2019 registration year") from vehicle reclassification provisions to allow individuals with special military license plates to reclassify registrations without replacement plate or sticker fees at any time.

Takes effect upon becoming law.
