Amends the Public Funds Statement Publication Act to require public officers to publish financial statements in a newspaper of general circulation within their town, district, or municipality, within 6 months after the fiscal year ends.

Removes the fallback provision that allowed publication in county newspapers when no local newspaper existed, requiring publication only in newspapers of general circulation in the officer's jurisdiction.

Amends the Fire Protection District Act to require all ordinances imposing penalties or making appropriations be published at least once in a newspaper of general circulation within the district within one month after passage.

Simplifies Fire Protection District publication requirements by consolidating language around "newspaper of general circulation" and maintaining the alternative of posting copies in ten public places within the district.

Ordinances with penalties or appropriations do not take effect until ten days after publication or posting.
