Amends the Code of Civil Procedure to clarify that child support arrearages are excluded from the definition of "consumer debt."

Excludes child support arrearage judgments from the definition of "consumer debt judgment" so they are not subject to reduced interest rates.

Ensures child support arrearages continue to accrue interest at the standard 9% per annum rate rather than the 5% rate applied to consumer debt judgments of $25,000 or less.

States the bill's purpose is to clarify that Public Act 101-168's changes to consumer debt judgment interest rates did not apply to child support arrearages in order to protect children's interests.
