Secretary of State shall offer permanent registration plates for trailers weighing 3,000 pounds or less for a one-time fee of $118, at the applicant's option.

Owners with permanent trailer plates are exempt from paying annual flat weight tax and registration fees under Sections 3-819 and 3-813.

Annual flat weight tax and registration fee for Class TA trailers (3,000 pounds or less) is reduced from $118 to $18 for those without permanent plates.

Of fees collected for Class TA trailers, $1 goes to the Secretary of State Special Services Fund and the remaining amount goes to the Road Fund.
