Amends the Rivers, Lakes, and Streams Act to require approval from the Graue Mill Intergovernmental Oversight Board before any person, agency, or local government can materially reduce, demolish, impair, or remove structures within 50 feet of the Graue Mill historic district located at 3800 York Road in Oak Brook.

Creates the Graue Mill Intergovernmental Oversight Board with members including designees from surrounding property owners, DuPage County Board, nearby municipalities within 1,000 feet, historical districts within 500 feet, and ex officio representatives from the Department of Natural Resources, State Representative, State Senator, and the next downstream county board.

Requires advance written approval from the originating State agency before demolishing any structure built with State funds; if the agency no longer exists, notice must be given to the Governor with approval from the local State Representative and State Senator.

Permits ordinary maintenance and repair of structures, including dredging, as long as the work does not materially impair or destabilize the structure.

Takes effect immediately upon enactment, with requirements applying after January 1, 2022.
