Amends Section 2-619 of the Code of Civil Procedure to add a new ground for dismissal motions based on affidavits.

Allows dismissal if a claim is filed to secure an unfair business advantage unrelated to the underlying claim.

Allows dismissal if a claim is filed in retaliation for or to suppress a party's political speech or activity.

Allows dismissal of government-filed claims if facts are based on an anonymous complainant who is not revealed, or if the complainant acted with ulterior motives or retaliatory intent unrelated to the claim.
