Amends the Illinois Dental Practice Act to allow the Department of Financial and Professional Regulation, upon Board recommendation, to issue temporary permits to out-of-state licensed dentists to provide free dental care to Medicaid-eligible or uninsured Illinois residents with household income not exceeding 200% of federal poverty level.

Requires temporary visiting dentists to have graduated from an ADA-accredited dental program, maintain good standing in their home state, work under direct supervision of an Illinois-licensed dentist, and receive an invitation from a charitable organization or approved continuing education sponsor.

Permits temporary visiting dentist permits to be valid for no longer than 5 consecutive clinical days within 6 months and may be issued once per year with possible restoration once within 5 years; establishes permit fees by rule.

Creates licensing authority for continuing education sponsors to provide live patient clinical training courses, subject to Board recommendation, Department approval, malpractice insurance requirements, and a limit of 5 trainees per supervising dentist.

Prohibits temporary visiting dentists from administering conscious sedation, deep sedation, or general anesthesia, and excludes them from Good Samaritan Act liability protections for free dental clinics.
