Adds a new citation authority allowing the State Fire Marshal to issue citations for certain violations, with a 15-day appeal period and monetary civil fines as penalties.

Modifies license renewal procedures to allow lapsed licenses to be reinstated upon filing an application, paying renewal and $50 reinstatement fees, with fee waivers available for military personnel on active duty.
