Amends the Child Care Act of 1969 to add a new type of foster family home called a "host home" for emergency short-term crisis intervention services under the Comprehensive Community-Based Youth Services program, supervised by licensed child welfare agencies and the Department of Human Services.

Establishes that youth in host homes shall not be under the custody or guardianship of the Department pursuant to the Juvenile Court Act of 1987.

Requires the Department to develop an appropriate licensing and monitoring system recognizing the unique population and programming for youth served by Comprehensive Community-Based Youth Services, with designated knowledgeable licensing staff.

Assigns the Department of Human Services sole responsibility for developing and implementing a training curriculum for host homes that addresses the unique needs of youth served in the Comprehensive Community-Based Youth Services program.

Prohibits host homes from being utilized for children who are youth in care as defined in the Children and Family Services Act; takes effect July 1, 2022.
