Allows veterans with service-connected disabilities to obtain special registration plates at no fee by providing proof of disability from the Department of Veterans Affairs and certification from a licensed physician, physician assistant, or advanced practice registered nurse.

Veterans with 50% or more service-connected disability who don't qualify for standard disability plates may obtain special plates without the international symbol of access at no registration fee.

Requires renewal documentation for disability status unless the veteran has a permanent qualifying disability; Illinois Department of Veterans' Affairs may assist in providing documentation.

Allows applicants to redact health information from supporting documentation when obtaining plates, except information necessary to confirm service-connection or establish the degree of disability.

Veterans approved for benefits under the Senior Citizens and Persons with Disabilities Property Tax Relief Act may obtain a second set of plates for a $24 fee instead of standard registration fees.
