Amends the Higher Education Student Assistance Act to expand eligibility for Monetary Award Program (MAP) grants to include applicants enrolled in certificate programs offered by public community colleges.

Students in community college certificate programs are now eligible for MAP grants until they complete their certificate program, previously excluded from consideration.

Modifies Section 35 of the Higher Education Student Assistance Act to include certificate programs as qualifying educational programs for MAP grant eligibility determinations.

Allows students in community college certificate programs to exceed the normal 135 semester credit hour limitation and continue receiving MAP grants until certificate completion.

Takes effect immediately upon becoming law.
