Amends the Underground Natural Gas Storage Safety Act to define "verified facility leak" as a gas leak originating near an underground natural gas storage facility where gases are tested using gas chromatography or isotopic analysis and show thermogenic markers indicative of pipeline gas.

Requires owners and operators of underground natural gas storage facilities to install and maintain gas leak monitors in affected areas, including homes.

Requires facility owners and operators to offer and maintain gas-water separators in affected areas, including homes.

Requires facility owners and operators to provide lodging accommodations when gas detector alerts are active and explosive levels are detected.

Requires facility owners and operators to conduct comprehensive inspections of storage facility wells by a licensed engineering firm and establish routine scheduled testing of property within contamination areas.
