Public Act 102-0019 (HB0706) Summary

• Amends the State Employees Group Insurance Act of 1971 to expand health benefits coverage to employees of local governments, rehabilitation facilities, domestic violence shelters and services, and child advocacy centers, along with their dependents.

• Modifies health benefits program administration to allow the Director to establish self-insurance health plans and permits coverage through health maintenance organizations or other managed care programs as optional alternatives.

• Establishes dependent life insurance coverage at $10,000 for spouses (reducing to $5,000 at age 60) and $10,000 for each dependent other than the spouse, with optional supplemental life insurance available.

• Creates the Local Government Health Insurance Reserve Fund as a non-appropriated trust fund held outside the State Treasury to receive and manage payments from participating local government units and other covered employers.

• Effective July 1, 2021; includes conforming changes to the Illinois Pension Code regarding reporting requirements on health insurance cost reductions.
