Amends the Illinois Insurance Code to require that if an accident or health insurance policy covers telehealth services, reimbursement for telehealth must equal reimbursement for the same services provided in-person.

Prohibits insurers from requiring in-person contact, requiring documentation of barriers to in-person consultation, mandating telehealth use when inappropriate, or forcing patients to use telehealth when they choose in-person consultation.

Requires that deductibles, copayments, and coinsurance for telehealth services not exceed the amounts required for the same services delivered in-person.

Mandates coverage for licensed dietitian nutritionists and certified diabetes educators providing telehealth counseling to senior diabetes patients in their homes to eliminate transportation barriers.

Allows insurers to continue providing coverage for other services including remote monitoring, other monitoring services, and oral communications covered under the policy.
