Amends the State Officials and Employees Ethics Act to prohibit General Assembly members who take office on or after the bill's effective date from registering as lobbyists and engaging in lobbying activities with General Assembly members for 2 years after leaving office.

Establishes a 2-year cooling-off period for newly elected legislators before they can lobby their former colleagues, with violations subject to ethics enforcement.

Takes effect immediately upon becoming law.
