Amends Section 11-1426.1 of the Illinois Vehicle Code to increase the speed limit threshold for operating all-terrain vehicles and recreational off-highway vehicles on roadways from 35 miles per hour to 55 miles per hour.

Allows operation of all-terrain vehicles and recreational off-highway vehicles on roadways that are not State highways, federal highways, or within incorporated areas where the speed limit is 55 miles per hour or less.

Maintains existing requirements that operators must have a valid driver's license, maintain vehicle safety equipment (brakes, lights, mirrors, reflectors, turn signals), and carry mandatory insurance.

Preserves exemptions for farm operations on county and township roadways, and maintains prohibitions on operating these vehicles on tollroads, interstate highways, or controlled access highways.

Requires local governments to consider traffic volume, speed, and character before authorizing non-highway vehicle operation and mandates appropriate signage be posted on approved roadways.
