Increases the maximum number of birth center alternative health care models in the demonstration program from 10 to 17 statewide

Expands birth centers in the Chicago metropolitan area (Cook, DuPage, Kane, Lake, McHenry, and Will counties) from 4 to 10, with specific allocations for Planning Areas A-2, A-3, and A-4

Requires one birth center in Planning Area A-3 specifically to address disparate perinatal and child health outcomes in that area

Authorizes one new birth center in the City of East St. Louis in Planning Area F-1

Requires 2 birth centers in the Chicago area to be owned or operated by federally qualified health centers (increased from 1)
