Clarifies that local governments and school districts retain authority to adopt their own ordinances or resolutions regulating lobbying activities within their jurisdictions.

Prohibits registered lobbyists from accepting compensation from state agencies, local governments, or school districts for lobbying legislative action, with limited exceptions for full-time employees.
