Removes University of Illinois from the definition of "institution" under the Public University Uniform Admission Pilot Program Act, making the program applicable only to other public universities in Illinois.

Requires University of Illinois to create a 4-year uniform admission system pilot program beginning in 2022-2023 academic year guaranteeing admission to community college transfer students who meet all four criteria: enrolled only at Illinois community colleges after graduating from Illinois high school, earned minimum 36 graded transferable semester hours, maintained 3.0 minimum grade point average, and satisfied English language proficiency requirements.

Requires institutions that mandate completion of college preparatory curriculum requirements to either connect students to a community college with an articulation agreement or offer required courses through online instruction.

Adds provision prioritizing admission of Illinois residents and prohibiting denial of admission to state residents based on enrollment capacity unless 100% of capacity is filled exclusively by resident students.

Extends the repeal date of the Act from July 1, 2025 to July 1, 2027.
