Requires written notice on a sign (at least 24 inches by 36 inches, positioned 4-8 feet high, illuminated or reflective) posted in a conspicuous location before removing unauthorized vehicles from private property, including the relocator's name, address, telephone number, and towing charges.

Exempts residential property clearly reserved exclusively for residents and their vehicles from the notice requirement.

Requires online parking service vendors to reimburse vehicle owners or authorized users within 10 business days if a vehicle is removed before the time allocated on the parking receipt, covering towing costs, invoice fees, 24 hours of storage, plus $25 for travel reimbursement.

Makes violations by online service vendors of the reimbursement requirement an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act.

Permits local governments to impose additional or greater notice requirements beyond state law.
