Amends the Illinois Vehicle Code Section 3-806.7 to waive standard vehicle registration fees for eligible individuals instead of reducing them by 50%.

Expands eligibility to include both veterans (discharged or separated under honorable conditions) and currently enlisted members of the Armed Forces of the United States.

Applies the waiver to passenger motor vehicles of the first division and motor vehicles of the second division weighing not more than 8,000 pounds.

Removes previous restrictions requiring active duty status, 90-day or 6-month overseas service requirements, and vehicle storage provisions.

Takes effect immediately upon becoming law.
