Municipalities receiving State funds for municipal projects must adopt an ordinance or resolution establishing diversity and inclusion requirements and goals that are no less restrictive than those under the Business Enterprise for Minorities, Women, and Persons with Disabilities Act.

Municipalities must submit a diversity and inclusion report to the Department of Central Management Services for each State-funded project detailing their success in meeting diversity goals, the number of diverse personnel and contractors employed, and other prescribed information.

Each municipality must submit an annual report to the Department describing its diversity and inclusion requirements and goals, data on diversity progress, plans for achieving those goals, and other relevant information as prescribed by the Department.

The Department of Central Management Services is authorized to adopt all necessary rules to implement these requirements.
