Amends the Elevator Safety and Regulation Act (225 ILCS 312/95) to clarify responsibility for first-time registration of new elevator installations.

Changes language to state that the owner "or the owner's representative" (rather than just the owner) must complete and submit first-time registration for new installations.

Requires first-time registration to be completed prior to issuance of the initial certificate of operation for new conveyances.

Makes grammatical correction by changing "first time" to "first-time" in the statute.
