Amends the Illinois Literacy Act to remove the Department of Commerce and Economic Opportunity and the Prairie State 2000 Authority from the Illinois Literacy Council membership.

Changes the Engineering Excellence Program from a mandatory ("shall") to a discretionary ("may") program for the Department to develop partnerships between engineering schools and private businesses.

Makes the New Business Permitting Portal requirement subject to appropriation by adding language that creation is contingent on funding availability.

Adds the Director of Commerce and Economic Opportunity or designee to the interagency council on bikeways programs.

Repeals six sections of the Department of Commerce and Economic Opportunity Law, sections of the Illinois Emergency Employment Development Act, the entire Local Government Consolidation Commission Act of 2011, and Section 3 of the Local Government Debt Offering Act.
