Establishes a Free Masks for Seniors Program requiring the Department of Human Services to distribute free disposable surgical face masks to Illinois residents age 65 and older regardless of income.

Mandates monthly delivery of at least 25 disposable surgical face masks to eligible seniors' residential addresses by postal service.

Requires the Department to work with service providers (adult day care, community day care, developmental disability, family and community services, mental health, and rehabilitation providers) to identify and register eligible individuals.

Authorizes the Department to access data from the Social Security Administration, U.S. Postal Service, Illinois Secretary of State, and other governmental entities to identify and register eligible participants, subject to federal and state privacy and confidentiality laws.

Requires the Department to establish and implement the program within 30 days of the Act's effective date.
