HB0840 Summary

• Requires all public Illinois universities to grant in-state tuition to spouses and dependents of veterans who register as entering students within 12 months of the veteran's honorable discharge or separation from the armed forces or Illinois National Guard, effective beginning with the 2021-2022 academic year.

• Eliminates residency duration and primary purpose of attendance requirements for qualifying veteran spouses and dependents, allowing them to receive in-state tuition regardless of how long they have lived in Illinois or their reason for attending.

• Requires spouse or dependent to provide satisfactory proof of relationship to the veteran to qualify for in-state tuition status.

• Applies the new tuition policy to eight public university systems: University of Illinois, Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Northern Illinois University, and Western Illinois University.

• Takes effect July 1, 2021.
