Cable or video providers must cease charging customers for modem and router rentals once the customer has paid the wholesale cost plus a reasonable markup not to exceed 5% of the wholesale cost.

Providers must notify customers in each billing statement about the discontinuance of rental charges and include disclosure of rights and responsibilities for modem and router maintenance.

This requirement applies to modems and routers rented separately or together as part of cable or video service offerings in Illinois.
