Eviction moratoriums issued by the Governor or General Assembly shall not protect individuals who can make full rent payments, individuals without a rental agreement, or individuals engaging in criminal activity or threatening others' safety.

Evictions may be filed and enforced against individuals listed above and any others who fail to meet the stated requirements of an eviction moratorium.

Landlords or property managers are not responsible for utility payment portions of tenants protected by eviction moratorium if that tenant's utility charges exceed 20% higher usage than any previous month in the prior year.

The Act takes effect immediately upon becoming law.
