Removes the definition of "booking intermediary" from the Parking Excise Tax Act and eliminates the exemption that excluded booking intermediaries from being considered operators.

Presumes that any separately stated charge that is not optional is part of the taxable purchase price unless proven otherwise.

Exempts parking in government-owned or government-operated facilities (federal, State, local, RTA, Chicago Park District) if the purchase price does not exceed $3 for 24 hours, $15 weekly, or $60 monthly.

Exempts parking when the purchase price is paid by any federal, State, or local government entity.

Takes effect immediately upon becoming law.
