Creates the Vegetative Buffer Act requiring all State property adjacent to bodies of water to maintain a vegetative buffer with a minimum 30-foot width.

Defines "vegetative buffer" as perennial vegetation (excluding invasive plants and noxious weeds) that protects water resources from runoff pollution, stabilizes soils and banks, and provides riparian corridors.

Exempts State land from buffer requirements if used for public/private water access, recreational areas, roads, buildings, structures, or covered by pollution discharge permits under 35 Ill. Adm. Code Section 309.

Exempts State land from buffer requirements if in temporary non-vegetated condition due to drainage tile installation, crop seeding, or authorized conservation projects, or if used for agricultural purposes.

Effective January 1, 2022.
