HB1100 Summary

• Creates the "Intergovernmental Vehicular Hijacking Enforcement Act" to address vehicle hijacking and motor vehicle theft prevention through grants, coordination, and funding mechanisms.

• Establishes grant program administered by the Illinois Criminal Justice Information Authority to provide street-level intervention services for at-risk youth at risk of recruitment for predatory vehicular hijacking, funded from the General Revenue Fund.

• Creates new criminal offense of "predatory vehicular hijacking" as a Class 1 felony for persons age 18 or over who knowingly command or coerce minors under 18 to commit carjacking (Section 18-3 violation); repeals January 1, 2026.

• Expands Crime Victims Compensation Act definitions and compensation eligibility, including up to $1,000 for vehicle towing expenses and modifications to track insurance coverage requirements for hijacking victims.

• Renames the Illinois Motor Vehicle Theft Prevention and Insurance Verification Act to include "Vehicle Hijacking" throughout and modifies the Council structure and funding mechanisms related to motor vehicle theft prevention and insurance verification programs.
