Increases student membership on secondary school local councils from 1 to 3 voting members beginning with the 2021-2022 school year, while maintaining 1 student member through 2020-2021.

Student members are appointed by the Board based on student preferences expressed in non-binding advisory polls conducted during the twenty-second week of school.

Student members of high school councils cannot vote on personnel matters, including principal evaluations, contracts, and allocation of teaching and staff resources.

Updates voting procedures for principal-related decisions to require 7 affirmative votes for direct selection of a new principal under a 4-year performance contract, with student members excluded from quorum and voting on these matters.

Allows local school council annual organizational meetings to be held via videoconference or teleconference if Department of Public Health or CDC guidance limits in-person gatherings.
