Amends Section 27-13.2 of the School Code to require instruction on recognizing dangers of and avoiding abduction in all public schools

Mandates instruction, study, and discussion on prevention and avoidance of drugs and opioid substance abuse for kindergarten through grade 8, to be given annually

Allows school boards to incorporate required instruction into existing courses; State Superintendent may prepare instructional materials as guidelines

Requires school boards to provide at least 5 days written notice to parents before offering sexual abuse prevention instruction in grades K-8, with parental opt-out available

Establishes that student refusal to participate in sexual abuse prevention classes after parental written objection cannot result in failing, suspension, or expulsion
