Amends the Governor's Office of New Americans Act to restructure the Office's mission statement and replace it with a specific list of 10 enumerated duties.

Establishes duties including welcoming immigrants and refugees, promoting their integration into American social and economic life, ensuring access to English language programs, and coordinating efforts across State, federal, and local entities.

Requires the Governor's Office of New Americans to develop a coordinated New Americans Plan and submit annual reports to the Governor and General Assembly describing activities, accomplishments, and recommendations.

Mandates that each State agency under the Governor's jurisdiction develop New Americans Plans incorporating language access, culturally appropriate services, and administrative practices serving immigrant and refugee populations.

Changes agency plan submission from discretionary ("should") to mandatory ("shall") requirement for approval by the Governor's Office of New Americans.
