IL HB1571

Establishes the Off-Hours Child Care Program under the Department of Human Services to help first responders and other workers access child care during non-standard hours, nights, or sleep time.

Defines "first responders" as emergency medical services personnel, firefighters, law enforcement officers, and other workers whose schedules require off-hours child care, as determined by the Department.

Creates the Off-Hours Child Care Program Fund as a special fund in the state treasury to support both capital and operating expenses for off-hours child care services.

Requires the Department to implement the program by July 1, 2023, and authorizes the Department to adopt rules necessary for program administration.

Funding for the program is contingent on legislative appropriation to the Department of Human Services.
