HB1592 Summary: Mental Health Inpatient Facility Access Act

• Requires the Department of Human Services Division of Mental Health to develop a comprehensive strategic plan to improve access to inpatient psychiatric beds in State-operated facilities, with completion and public availability one year after the act's effective date.

• Mandates annual training for all State-operated inpatient mental health facility clinicians on best practices for evaluating forensic patients, determining appropriate treatment, treatment plan requirements, and available community-based services post-discharge.

• Establishes regular annual assessments by the Division Director to review whether forensic patients continue meeting inpatient care standards and whether they are appropriate for graduated privileges (unsupervised on-grounds, off-grounds with or without escort, home visits, work programs).

• Requires updated facility policies to increase community reintegration opportunities and develop benchmarks ensuring forensic patients are admitted within statutory timeframes and no patient needing inpatient psychiatric care remains in emergency departments longer than 48 hours.

• Prohibits the Department from further reducing State-operated inpatient mental health bed capacity, with an exception for emergency executive orders issued by the Governor to protect health or safety.
