Prohibits any unit of local government, including home rule units, from enacting or enforcing ordinances that use automated traffic law enforcement systems to enforce violations of Section 11-306 (failure to stop at red lights).

Establishes strict limitations on automated speed enforcement systems, restricting their use to municipalities with populations of 1,000,000 or more and limiting operation to school safety zones during specific hours.

Imposes penalties for speed violations detected by automated systems: up to $50 for speeds 6-10 mph over the limit and up to $100 for speeds exceeding 10 mph over the limit, plus late payment penalties.

Denies home rule powers to local governments regarding automated traffic law enforcement and automated speed enforcement systems, making these matters exclusive state functions.
