Creates the Bad Apples in Law Enforcement Accountability Act of 2021, establishing personal liability for peace officers who deprive individuals of rights guaranteed under the Illinois Constitution, including through failure to intervene

Eliminates qualified immunity, sovereign immunity, and statutory immunities as defenses for peace officers in civil rights claims brought under this Act

Requires courts to award reasonable attorney's fees, costs, and expert witness fees to prevailing plaintiffs; allows defendants to recover fees only for claims found frivolous

Sets a 5-year statute of limitations for civil actions brought under the Act

Mandates local governments to publicly disclose officer names, settlement/judgment amounts, indemnification portions, internal discipline, and any criminal charges when officers incur liability under this Act
