Creates the Car Seat Recycling Act requiring manufacturers to accept car seats for recycling and dismantle intact seats received.

Manufacturers must begin implementation of recycling programs within one year of the effective date and accept dismantled materials from car seats.

Recycling programs must include public education, annual reporting on the number and weight of car seats and tons of material recycled, and provisions for identifying markets for recyclable materials.

Both individuals and business entities are eligible to participate in manufacturer recycling programs without discrimination.

Act takes effect January 1, 2023.
