Expands sexual abuse policies to require comprehensive instruction from pre-K through 12th grade addressing warning signs, prevention, and support resources, effective no later than July 1, 2022.

Establishes new comprehensive sex education requirements (REACH Law) including medically accurate instruction on anatomy, reproduction, sexual orientation, gender identity, consent, healthy relationships, personal safety, and human trafficking for grades 6-12 by July 1, 2022 and grades K-5 by July 1, 2023.

Requires State Board of Education to post comprehensive sex education resources and develop state standards based on National Sex Education Standards by July 1, 2022.

Implements passive parental consent process allowing parents to opt students out of comprehensive sex education; requires school districts to post curriculum information online and provide annual notice to parents about instruction 14 days in advance.

Repeals previous sex education and family life instruction provisions; modifies HIV training requirements for school personnel to mandate training and specify medically accurate, age-appropriate content.
