Amends the Civil No Contact Order Act to allow family or household members of sexual assault victims to file petitions on their behalf, with victim consent required.

Expands the definition of protected persons to include employees or volunteers at rape crisis centers providing services to petitioners or their family members.

Permits petitions to be filed by victims of non-consensual sexual conduct or penetration, including single incidents, or by authorized representatives for minors or adults unable to file due to age, disability, health, or inaccessibility.

Requires that family or household member petitions include a statement confirming the victim has consented to the filing.
